Human Rights Officer at the UN Human Rights Office (OHCHR). Holds an MA and a Ph.D. of Law from the University of São Paulo (USP), and a LL.M. of Comparative Law and Economics from the International University College of Turin (IUC).

Digital Rights Policy Specialist at Consumers International, where she manages the AI project, working with consumer organisations, industry, government and other key stakeholders around the world to ensure that the voice of consumers informs and shapes digital policy design and outcomes. She previously worked on technology policy at the World Economic Forum, and Arctic policy with the U.S. Consulate in Nuuk, Greenland on a Fulbright grant. She has a Research Master’s in International Relations from the Barcelona Institute for International Studies (IBEI) and is a PhD researcher at ESADE Business School, focusing on corporate political activity in tech policy.

ISO/IEC JTC 1 Chair-Elect

Ms. Lindsay has been active in standardization for over 20 years working in standardization including Cybersecurity, cloud computing, IoT, Quantum Technologies, and IT Technologies. She has been the editor for several ISO/IEC Standards, provided leadership in supporting the Chair of ISO/IEC JTC 1/SC 27.  Ms Lindsay has been editor or key contributor on key IT standards in the areas of Cybersecurity , Cloud Computing, Artificial Intelligence, and Block Chain and Distributed Ledger Technology .  Her background in Network Operations, Network Architecture, Cloud Computing, and developing Information Security Policies for large organizations provides a solid understanding of what is realistic and implementable in the standards she works on. She has been the HoD for the US to ISO/IEC JTC 1 and is now the Chair-elect for ISO/IEC JTC 1.  Ms. Lindsay has worked with a variety of organizations and National Bodies on topics of the intersection of Standards, Policy and regulation.

Olivier Alais works at the intersection of technology, governance, and human rights, with 20 years of experience across the United Nations, development agencies, and consulting.

At the International Telecommunication Union (ITU), he leads efforts to embed human rights into AI governance, technical standards, and emerging technologies. He also serves as a Fellow at the Harvard Kennedy School’s Carr Center, where he advances research on rights in digital governance.

Previously, he directed major digital programs with the French Development Agency, the World Bank, and USAID, and founded Soukeina, a digital advisory firm delivering projects across Africa, Asia, and Latin America.

His work focuses on building trustworthy, rights-based, and future-ready digital ecosystems that align innovation with equity and accountability.

Dr. Thang Luong

Dr. Thang Luong joined the ASEAN Secretariat in June 2023. He brings over 20 years of experience from the Government of Vietnam, where he progressed from a Desk Officer to the Director General at the Ministry of Science and Technology. He also served as the Executive Director of the World Bank Innovation Project Management Board.

Dr. Luong has extensive expertise in regional integration, intellectual property, technology transfer, innovation, SMEs, tech startups, and education. He is highly skilled in negotiation, international relations, project management, leadership, and policy analysis.

His academic background is rooted in mathematics, diplomacy, and governance. Dr. Luong's academic work began as a math teacher and university lecturer. He holds a Master of Arts in International Relations, a Master of Arts in Public Policy, and a Doctor of Philosophy in Public Management.

Rémi Lang

UNCTAD Officer in Charge

Rémi Lang joined the Competition and Consumer Protection Branch of UNCTAD in January 2026. Prior to this, he worked for more than 20 years as an Economic Affairs Officer within the United Nations system. His work focused on trade negotiations and trade policies for development at UN Trade and Development (UNCTAD) and the UN Economic Commission for Africa (UNECA). He also worked with UNCTAD and the UN Economic and Social Commission for Asia and the Pacific (UNESCAP) on digital economy and development issues. At UNCTAD, he led the Office of the Director of the Division on Technology and Logistics, and subsequently the Office of the Director of the Division on International Trade and Commodities. He has extensive experience in preparing intergovernmental discussions processes, coordinating research and analysis, and overseeing capacity-building activities related to international economic governance, trade, and development issues.

Mr. Lang holds a Master’s degree in Economics from the College of Europe (Bruges, Belgium).

Meeting venue

All sessions will be held at Grand Hotel Haikou (Managed by Accor), Address:256 Binhai Road, Xiuying District, Haikou, Hainan Province, China. With the option to attend all sessions online as well as in-person.
