Effective and sustainable CASCO NMCs: experiences and best practices
National Mirror Committees (NMCs) serve as a bridge between ISO/CASCO and national conformity assessment ecosystems. Their effective functioning is key for inclusive, informed, and coordinated national participation in CASCO. Equally important is ensuring that resources and good practices, once established, are retained and transferred, so their impact lasts over time. Co-organized with the ISO Capacity Building Unit (CBU), the aim of this session was to offer CASCO delegates practical tools they can use to enhance the effectiveness, relevance, and sustainability of their NMCs back home.

Mrs Rashida Bibi Nanhuck is a senior international expert in standardization, conformity assessment, food safety management systems, and national quality infrastructure (NQI), with over 30 years of professional experience in institutional development, regulatory frameworks, and standards implementation.
She spent nearly three decades at the Mauritius Standards Bureau (MSB), where she held several senior technical and managerial positions, culminating in eight years as Acting Director of the National Standards Body. In this role, she oversaw national standardization activities, conformity assessment services, laboratory accreditation preparation, certification programmes, and the development of the Mauritian technical regulatory framework.
Mrs Nanhuck has extensive experience working with international organizations and development programmes, including the International Organization for Standardization (ISO), EU AfricaRISE, UNCTAD, SADCAS, and Landell Mills International. She also serves as an ISO international expert and country advisor for the ISO Least Developed Countries Programme, supporting countries such as Mali, Chad, Somalia, and Togo to strengthen their national standardization systems and quality infrastructure.
She has contributed to several international initiatives, including the Standards for Sustainability (S4S) programme on ISO 22000 Food Safety Management Systems, capacity-building programmes for National Standards Bodies, and projects aimed at improving regulatory environments and facilitating trade through standards.
Mrs Nanhuck is an IRCA-certified Principal Auditor for ISO 9001 and an auditor for ISO 22000, HACCP, and ISO/IEC 17025, with extensive experience in auditing, training, and mentoring organizations towards certification. She also participated as an expert in the development of the international standard ISO/IEC 17029 on validation and verification bodies.
She holds a Master of Business Administration (MBA) with distinction from the University of Mauritius and a Bachelor of Agricultural Sciences (Honours) from Alexandria University, Egypt.

The CASCO Toolbox in action: scheme owners' perspective
Designed to strengthen the connection between schemes and CASCO, this event focused on the practical uses of the CASCO Toolbox in conformity assessment schemes. Speakers introduced their schemes and shared their experiences applying the CASCO Toolbox, presenting practical examples, highlighting good practices, addressing common challenges, and sharing key lessons learned.

Eng. Ibrahim Yahya Al-Hashaf is Head of the Notification Section at the GCC Standardization Organization (GSO), with over 24 years of international and regional experience in quality infrastructure, technical regulations, conformity assessment, certification schemes, mutual recognition arrangements, and product safety. He leads the designation of Conformity Assessment Bodies (CABs) in accordance with applicable ISO/IEC standards and scheme requirements, ensuring competence, transparency, and consistent implementation aligned with IAF/ILAC (GLOBAC) frameworks. Eng. Al-Hashaf also oversees the Gulf Conformity Mark (G-Mark) services and the end-to-end service model, supporting credible certification outcomes, traceability for product safety, and market access. He collaborates across the GCC and globally to advance harmonization and continuous improvement for stakeholders.

Dr. Jonas Johannisson is Global Product Line Manager for PCF and CCF services at TÜV SÜD and leads the PCF Verification and PCF Program Certification expert group for Catena-X and TFS. His work focuses on advancing automated third-party verification and certification processes for PCFs and LCAs, enabling scalable, consistent, and trustworthy carbon data across global value chains. Holding a PhD from the University of Ulm, Jonas is dedicated to fostering the adoption of standardized and credible environmental data methodologies. By strengthening transparency and reducing the risk of greenwashing, he contributes to building a more reliable foundation for sustainability reporting and corporate climate accountability.

With a background in European studies, Alberto has spent the last five years in Brussels developing his career around the European institutions and the private sector. For the last three years, he has served as Sustainability Policy Manager at TIC Council, where he manages the association’s global and European sustainability activities. Among his tasks, he coordinated—together with member support—the creation and management of Sustainability Process Certification, a certification scheme based on process certification and used to streamline the verification and assurance of sustainability data.

Tan Yee Teck is the Executive Director of the Quality and Excellence (Q&E) Group at Enterprise Singapore. The agency champions trade, industry, and enterprise development while overseeing Singapore’s national standardization and accreditation programmes. In his role, Yee Teck leads efforts to strengthen the national quality and standards infrastructure, which is crucial for upholding trust in the country’s products and services as well as facilitating economic growth. He manages the national accreditation programme under the purview of the Singapore Accreditation Council and fronts various international cooperation initiatives, policies, and the development of the Testing, Inspection & Certification (TIC) sector. In addition to his roles in Enterprise Singapore, he also serves as the Vice-Chair of the Asia Pacific Accreditation Cooperation (APAC). He is the national representative at other global and regional accreditation organizations and platforms.
Yee Teck has held various public service leadership positions in functions such as enterprise and industry development, international partnerships, policy, promotion and communications, frontline operations, as well as quality and standards.

Mr. Leizhu Zhang has extensive experience in China’s conformity assessment system, covering certification and accreditation, inspection and testing, and quarantine.
From July 1993 to September 2018, he held successive roles including Section Chief and Division Director at the Hunan Provincial Entry-Exit Quality Supervision Bureau, the Hunan Provincial Entry-Exit Inspection and Quarantine Bureau, and the National Certification and Accreditation Administration (CNCA). From September 2018 to December 2024, he served as Director of the Secretariat of CNCA. Since December 2024, he has served as Deputy Director General of the Department of Accreditation, Inspection and Testing of the State Administration for Market Regulation (SAMR).
He possesses in-depth knowledge of laws and regulations, administrative measures, and development plans related to conformity assessment, and has been committed to facilitating the development of China’s conformity assessment sectors, and cooperation and exchange at the global level. He participated in the planning and preparation of the 83rd IEC General Meeting in Shanghai.
