On the basis of respective theories in the fields of management behavior and quality management and taking account of the current conditions of China's market economy and the specific situation in China's quality activities, this book puts forward the "TDS"-macro quality management model, and provides a theoretical basis with a view to further enhance the effectiveness of quality management activities by government agencies.
