
Public procurement has been found to be an effective instrument for demand-driven innovation policy. More than 10 % of Gross Domestic Product is spent by public authorities, representing a significant share of the total demand. In some areas, like information and communication technology, public authorities are even responsible for more than a third of total sales. International Standards can, in turn, maximize the potential of public procurement in promoting innovation.
