This guideline has several objectives. It aims at stressing the importance of the role of public research and at contributing to a better integration by the research community of the benefits of its activities in relation to public interest. It also aims at contributing to the definition of a policy for the development of public research.
This guideline presents concrete recommendations and refers to reference documents for each of the topics presented.
