Usage. This element should normally appear twice, once for the dated and once for the undated form of the standard reference.
Note that under normal circumstances, the full standard reference can be constructed by concatenating the information present in the <std-ident> element and inserting appropriate separators. It is convenient, however, to have the full reference given all together, even if it is redundant.
