About SQCA

SQCA, a government department under the Ministry of Works and Human Settlement, was established in 2000 to formulate construction standards and monitor quality of construction in the country. Since then, SQCA has prepared several construction standards.

SQCA has been designated as the TBT National Enquiry Point in Bhutan's accession to the WTO. SQCA has three divisions:

1. Standardisation and Documentation Division

2. Technical and Environmental Monitoring Division responsible for monitoring of constructions in the country

3. Material Testing and Research Division which looks after the material testing laboratory and research works.

SQCA is also the regulatory body for the construction sector in Bhutan.

Standardisation is carried through technical committees which have members drawn from various sectors as per international norms.

Recently, SQCA has been designated as the Focal agency for standards by the Royal Government of Bhutan. A draft National standards act has been prepared which will be soon submitted to the Parliament.
