About AZSTAND
In 1906, by decision of the Government, checking Chamber No 25 began to function in Baku. The Chamber, with a structure comprising four persons, was in charge of the checking and branding of beaming and decimal scales and pound weights. Then, in 1909, the first checking body in Russia for electric meters verification was opened in Baku.
After the installation of Soviet Authority in Azerbaijan, the Chamber was filled with monitoring and model apparatus that enabled the extension of the nomenclature of verified means of measurement. In the post-war years, the Management of the Authorized Committee of Standards, under the Council of Ministers of AzSSR, carried out state supervision over standards and measuring technology. It was reorganized in 1970 and became the Azerbaijan Republican Body of Gosstandard of the USSR.
In 1992, the Azerbaijan State Centre of Standardization and Metrology (AZGOST) was formed under the Cabinet of Ministers of Azerbaijan. It was the national organization for standardization. In 2001, in accordance with Presidential Degree number No.623 of 27 December 2001, the standardization and certification system was subject to reforms and restructuring. The Standardization Center and the State Committee of Azerbaijan for Science and Technology were merged into a newly established State Agency of Azerbaijan on Standardization, Metrology and Patents (AZSTAND). The Agency entirely inherited the rights and responsibilities of the former Standardization Center and, additionally, obtained the functions of authority responsible for the regulation of the patent matters.
National standards are registered by AZSTAND and bear the abbreviation "AZS". The regional standards ("GOST" standards) adopted by the Interstate Council for Standardization and Certification of the Commonwealth of Independent States (CIS) are also used.
